Yes nonsense. EPC's were never designed to affect the price of homes but to affect home selling transparency and tackle the enormous question of energy loss through the nations domestic building stock. Sarah Tenant appears to have missed the point.

A stupid question posed by an 'ignorant' Politician, responded to in a rather daft manner. They both appear to have missed the point.

The EPC is derived from the EPBD European Directive and is designed to tackle energy consumption and CO2 emissions from all sectors of the building stock, not just domestic dwellings.

Owners and Occupiers, Sellers or Buyers all benefit from a range of advisory recommendations which help to reduce energy use and carbon emissions.

So a more relevant question could have been "To what extent are the recommendations being acted upon?"... the answer is...very little!

Having personally carried out 3,000+ Domestic, Commercial and Public Building EPC/DEC assessments less than 10% have had any interest in exploring the recommendations. An obvious reason being complacency, without having a set target for improvement and penalties for non achievement the document will continue to be ignored by many.

Thank goodness this is not the same for domestic 'new build' where the 'on construction EPC' is based on a firm Building Control requirement to produce an 'as built' SAP assessment...without this no sign off can occur.

2020 or 2050 carbon emissions targets are just not going to be met from the complete building stock unless remedial action is mandated.

Generic recommendations may not be specific to the target property, here's an example:

200 year old cottage with orignal roof timbers in sound condition (Home Buyers Survey 4 year prior). Owner had 250mm of loft insulation installed by Contractor, this was a shallow pitched cold roof space. the insulation was quite literally 'stuffed' into the loft blocking all air flow. The result a huge increase in condensation which attacked the roof timbers, infestion of wood boring insects resulted in several rafters fracturing leading to a replacement roof costing £25,000.

It's not just Politicians who can be ignorant!

宝塚市で民家が放火され、家族３人が死傷した事件で、中学３年の長女（１５）とともに逮捕された同級生の少女（１４）が、兵庫県警少年捜査課と宝塚署の調べに、「罪を償いたい」と反省の言葉を口にしていることが２５日、県警への取材で分かった。少女が具体的な謝罪の態度を示したのは、逮捕後初めてという。

　県警によると、少女は母親（３６）との面会の際、涙を流したり、家族と会えない寂しさを伝えたりしたが、反省の弁はなかった。２５日の調べで、重体となっている長女の父親（３９）と妹（９つ）の容体を聞き、「方法は分からないけれど、罪を償いたい」と話したという。

　一方、捜査関係者によると、最近になって少女が「長女宅で火を付けていない」と話していることも判明。これまでの「一緒に放火した」との供述を一転させ、「長女が１人でやったと思われたり、自分だけ助かったりするのが嫌だった」と理由を述べたという。

　これに対し、長女は「自分が着火剤を塗り、毛布を置いて火を付けた」と供述。少女は放火当時、長女が飼っていた子犬の世話をしていたという。県警は、２人の供述の裏付けを進めている。
